I see that we have restricted the addition of any new Wayspots to this location at the request of the property owner. These Wayspots would not show on the map as per design.

Is there any way to know how far the restricted area extends? Besides just continuing to submit Wayspots that wonât be used?

Well that answers that. Thank you! Would a requested block be able to cover public areas, such as the road around a property? (The city street, not the parking lot behind the building)

It usually doesnât, but may extend. You can reach out to support if you believe there is an over-reach.
As a general answer, a public space can definitely be blocked, even though a block on a business wonât generally extend.
I canât remember the detail, but there was a thread recently on this forum where a tourist spot was blocked because it just couldnât cope with the extra traffic that was being caused by a Pogo gym. Another thread was about an area that was blocked for a similar reason; both of these were public spaces.
