I have two POIs on my street that are about 35 meters apart and both are located within the same L17 S2 cell. Both were accepted, but only one of them appeared in-game as a PokéStop. Based on what I’ve read here in the forum, I thought the second one should have become a Power Spot.
Apart from the cell placement, there are no other POIs within 22 meters of this location.
Are Power Spots synced differently than PokéStops? To my knowledge, PokéStops are added daily within 24–48 hours after acceptance, but the second POI is still missing.

Yes, Power Spots seem to only be added to the potential pool the game picks from on a monthly basis which is around the 4th of the month - if it happens.
It is difficult to tell if your Wayspot was added to the pool unless it just happens to use it.
Thanks for the info! That is very helpful. Since today is May 3rd, the timing is perfect. I will keep a close eye on the map tomorrow and the day after to see if the Power Spot appears during the monthly sync.
Does anyone know if Power Spots only take PokéStops and Gyms into account when it comes to the 22m rule, or does every existing Wayspot matter?
For example: I have a playground that is currently a Gym in Pokémon GO. Right next to it is an information board with a map of the municipality. Close to both of them is a swing set, which is also an accepted Wayspot but did not appear in Pokémon GO (likely due to the L17 S2 rules).
My question is: If Power Spots ignore Wayspots that aren’t live in Pokémon GO, the Information Board could potentially become a Power Spot. But if Power Spots consider all accepted Wayspots in the database, nothing will likely happen, because the Information Bord is 30m away from the gym but the swing set is between them (round about 15m away from each poi, like in the middle)
Has anyone had experience with this specific scenario?

From the observations I am aware of it is only the places actually live in game as stops or gyms.
One I have seen took quite a while before it became part of the a powerstop rotation.
Would also like to add to this. Could anyone confirm that there has been a power stop sync for this month?
When I woke up this morning, I saw that the power spot is now visible in the game
