This Portal is literally on a restricted rail yard protected by Canadian National Railway Police. All entrances display a strict no trespassing sign promising persecution under the law.
There is no public access of any kind.
The Portal was created by an Ingress Agent who works at the Rail Yard.
This Portal is invalid for many reasons but safety is the most critical factor. We should not be enticing agents to trespass on to unsafe rail road infrastructure.
While it can be disappointing that not everyone has access, it is not against the rules. Additionally this looks to be a social hub of the rail yard with a store and other amenities. While I don’t know what the wayspot is exactly, I don’t believe it meets removal criteria.
And as a reminder, no one should ever trespass to get to a wayspot that is restricted for them. This is something that is emphasized in the games.
Locations that are intentionally and strategically placed to provide advantage to a single player or collective group. Or location edits that attempt to move the Wayspot away from the object with which it’s associated (for example, moving the Wayspot to a different city/country or moving it to a more convenient location).

No. This is not an unsafe or unfair wayspot based on the map location. Again I don’t know what it is, so maybe it shouldn’t have met the social, explore, or exercise criteria in the first place. But without more information I am unconvinced that this needs to be removed.
In addition I am disappointed with your attitude to someone trying to help you. The forum is for productive conversations and I caution you to cool your jets a bit.

I feel we can certainly have a dialogue and work out areas where we’re not in alignment.

With that in mind, I would like to move on to considering other aspects that are at contention.
Namely that there is no pedestrian access.
As a subject matter expert, can you confirm the pedestrian access is an absolute requirement in general?

This example you have here is a bit like peeling an onion - it has many layers. Let me just list some aspects and I’ll try and tag them as goo or bad.

Labeled as CN LRC shops (ambiguous as it could be a store for employees (social hub?) or a workshop (ineligible))
Restricted areas can have eligible items (museum on military bases or large corporations as an example)
Unclear what the object is so may not meet eligibility criteria of being a place for socializing, exercise or exploration (possibly should not have made it to be a wayspot)
Unfortunately something ineligible can sometimes make it into the game(s), but not meet removal criteria.
If you are able to add more detail to what the object is and if it is in a working area of the railyard it’ll help the reviewers more.
If on the other hand this is a break area with social aspects for the employees it may be more difficult. There is another thread from a few months back that I’ll find and share with you as it was similar. So it may help.
So here is the other thread. Note that they did choose to remove the water tower. Though no appeal decision should be taken as a rule, but this may help support your case.
It seems the object is mural infront of the facility. I dont know if the location is perfectly correct or no. But it does seems to exist somewhere in the area. Although considering the building behind it indicate that the current location is not entirely correct.
Anyway moving forward. Wayfarer clearly state that gated community is eligible even though its only accesible to certain people like employee. The mural seems legitimately exist somewhere. Although i still cant be sure about its location.
I would like to add that on the Help site Rejection Criteria — Wayfarer Help Center and on the information button on the reviewing page references the following as REJECTION criteria:
Location obstructs the driveways of emergency services or may interfere with the operations of fire stations, police stations, hospitals, military bases, industrial sites, power plants, or air traffic control towers
Bold emphasis mine.
I’ll quickly add the important note that rejection criteria does not often meet removal criteria, a source of frequent frustration for the community when trying to make sense of Niantic’s actions.
We don’t have much definition of what they mean by “industrial site” but I personally associate it with large working complexes likely to have safety protocols like shipping yards, chemical sites, or power plants. Sometimes I refer to them as “places you could end up on certain terrorist sites for trespassing.”
I don’t know much about this location. Adding more details like the purpose and how accessible the candidate is could help the Niantic staff make a decision.
