This way stop over month waiting to be on game why?

It’s in the same Level 17 S2 Cell as “Barista” . Each Level 17 S2 Cell can only contain one Pokéstop or one Gym.

Also, for future reference, be careful when it comes to vehicle licence plates in your photos.

Normally this is due to the Wayspot being in an L17 S2 cell with another Wayspot. Here is a good article discussion this Pokemon Go inclusion system:
