No. Removal criteria is not the same as acceptance criteria.
People here quote acceptance criteria, but it is irrelevant for removals.

IOW Don’t bother reporting things for removal that really exist, unless they could cause Niantic legal trouble (like a school, single family residence, fire station, etc) and are one of the reasons on the REJECTION screen.
