An attested historical monument, the building was constructed in the second half of the 19th century by the Greek merchant Ilie Lichiardopol. After 1940, Teodor Lichiardopol, the heir, sold the building to the Ministry of Public Instruction to be used as a school. According to accounts from notable figures in Tulcea, in the upstairs hall with mural paintings, the documents for the transfer of Dobrogea to the Romanian authorities were signed on November 18, 1878.
At the beginning of the 1980s, the building was abandoned, which contributed to its deterioration. It was restored and reinforced between 1987 and 1989 by ICAPA Tulcea, which became S.C. Comcereal S.A. – Tulcea branch, after 1990. Currently, the house is privately owned and is in an advanced state of decay.
