wow, thanks for sharing. my instinct would be to reject, but it took me a minute to figure out why. i am thinking of this

it does lead me to wonder whether the submitter mixed up the photo or if that old, old bug is back

Checking some historical notes of mine, I see the wayspot was around on at least 2017-03-09.
I didn’t bother to check to see if this is the only photo or not.
Hard to sure from the image, but it shouldn’t have been accepted. But I

yep, i don’t see another photo. just that one.
Being there’s only one photo, I’m going to assume that this was community approved, since it’s been on the map for almost 8 years, and the community didn’t see a collage as the main image as not meeting photo guidelines.
Since there’s only this photo collage there, I would submit a new photo (I’d go with the Rotary Club plaque or the flagpole itself), and once accepted, do a photo removal request in help chat.
You may not be able to get the Wayspot removed, but you may be able to get the collage photo removed after a new photo is added.

I’m not sure if this would be considered to have safe pedestrian access.
There is no marked crossing area and it doesn’t really look like pedestrians are meant to go there.
Probably no one has looked at it in 7 years.
I would say it does have pedestrian access, as it has a small walkway that leads to the ring of bricks around the flagpole.
Also, from Street View, it does appear there are a few different plaques around the pole, maybe up to 4.
I agree there is a small paved area at the memorial. However it does appear to be isolated from other walking areas so how /where you cross the road to get there safely?
Is it reasonable to think this is in effect equivalent of a roundabout/ median and should be treated as such?
Streetview is quiet dated so perhaps there is actually a suitable route?
Is this memorial to notable people in the community or much the same as a memorial bench?
It’s interesting to consider this wayspot if it should have been approved all those years ago when criteria might have been different.
I don’t think it was ever acceptable to have a photo collage.
This is at the entry to a museum and fairgrounds, so any vehicle speeds would be quite slow. Anyone can look and cross safely to get to the pole. The brick wall may even allow for sitting while there, and people may even be encouraged to visit the pole and plaques there.
I really wouldn’t consider this an unsafe area for pedestrians, just knowing how many places like these are in the US.
This is pretty much driveways off the main street. You have parking off to the left.
