You cannot request a Gym. Gyms are created when a Level 14 S2 Cell reaches a combined total of 2, 6 or 20 Pokéstops and Gyms. You can read more about the process here:

Once you reach the required amount, one of the existing Pokéstops will get upgraded to a gym.
