Hello, I have a quick question: how do you turn a PokéStop into an arena?
Gyms are created when a level 14 S2 cell reaches 2, 6, or 20 Pokéstops and Gyms. The Pokéstop that’s upgraded into a Gym is intended to be random, but it will not be a Pokéstop that has showcases on Tuesdays. Pokémon Go Hub has a guide to S2 cells in Pokémon Go if you wish to know more info.
To build off of this, it is good to keep in mind as well that the S2 cell rule is not explicitly endorsed by Niantic, and they do mention there are additional steps toa wayspot becoming used in any game. But, for the most part, the S2 cell guide will be very helpful

Although the 3 stops are close they straggle the large cell (L14) (Red Line) so the 1 on the left is in its own L14 cell. The 2 on the right share a L14 cell with the Gym (Arena) “Arret de Bus Scolaire”.
The green lines are the smaller (L17) cells.

The L14 Cell on the left only requires 1 more wayspot to create a new Gym. Please Note that it could be the new wayspot or the current 1 that changes.

I am very confused. I don’t see anything in either of these L14’s except the single gym in the L14 to the right at 44.919199,-0.731546. The map did update recently. Have the three Wayspots been removed that were showing as Pokestops?
The wayfarer map and Pokémon Go game always have delays in the data they show.
If they are no longer there in game that is what you want to establish.
The Wayfarer Team will only delete if there is evidence provided of an issue that means they meet removal criteria.

There is a category here for making restoration requests: Wayspot Appeals
You will need to make the case that these are legitimate points of interest that actually exist where they were pinned. I don’t know what these Wayspots were for, so I cannot help you much more than that. If the Wayspots were removed by property owner request, Niantic will usually confirm that, but in that case they will not be able to restore them.
I did not see what these wayspots were for, but just as a general caution, if there was any abuse involved in creating them, I would not appeal the removals. Having been removed once, I would not resubmit them.
