Hi Trainers and Wayfarers,
I’m from an underrepresented area where not many active players are around, so I’ve been working hard to nominate PokéStops and build up my local Pokémon GO map. Recently, I got three PokéStops approved nearby, all within a walkable range, but none of them turned into a Gym even after waiting a few days.
I’ve read that once three PokéStops are approved in the same Level 14 S2 cell, one should automatically become a Gym. But in my case, they all appeared as PokéStops, and nothing changed after the third one was approved and synced in-game.
I’m the only active nominator in the area.
All three stops appear in-game and are accessible.
I’m trying to build my own local infrastructure for raids and gym-based tasks.
Could this be an S2 cell alignment issue? Or is there any additional step I’m missing to trigger a gym conversion?
I’d appreciate any advice or if someone can help me check my S2 cells. Let me know if you need coordinates.

Are there any sponsored stops/gyms in the L14 S2 cell? If there is, this could cause your approved Wayspots to just be stops until the sponsored stops/gyms are removed from the game.
We also don’t have an accurate map to check S2 cells anymore, since the split from Ingress, so it may be hard to check, but feel free to share the location and someone may be able to take a look.

After a nomination is approved by reviewers, there is an additional automated review that determines whether the nomination is an appropriate fit for each particular Niantic game. Each game has their own set of criteria for this step and only the Wayspots meeting those criteria go live in that game.

This doesn’t help, as the OP says they all are stops in PoGo, and in the same L14 S2 cell.
Can you also state how you are confirming the waypoints, unfortunately we have no accurate way to check since the split.
The Ingress map is no longer updating with wayfarer as Ingress stayed with the old company whilst PoGo, Wayfarer and several others moved to Scopely.
Other maps are user generated which means unless your are willing to put in the work they are usually out of date.
If that’s the case they need to reach out to the PoGO Team, as that is not a Wayfarer issue.

it is live but my fellow trainers told me that every 1 out of three nearby stops appear as gym but i am just getting stops and no gym.
I did read that and my comment addressed that part.
Having said that, since this post is not Wayfarer related, I’ll be closing it from any further engagement.
