The decisions about which wayspots are selected for Pokémon Go use and if they are stops or gyms is all down to a computer programme.
You need to understand first how they use geographic mapping tools called cells to divide up the world.

The key then is that in a level 14 cell
When you get 2 pokestops one be ones a gym
Add another 4 to get to 6, you get a 2nd gym
And finally add another 14 to get to 20 and you get a 3rd gym.
You need to see how the cells work out in your area and which cells they are in.
All of this is beyond wayfarer as it is not involved in what Pokémon Go does.
