This is to inform that a we have 4 poke stop in our neighborhood but there is no gym .which make raiding the Pokemon during the events way lot difficult for our neighborhood trainers.so please convert any one pokestop in gym

Gyms are decided based on L14 S2 cells and how many of the smaller L17 S2 cells are occupied in it. It’s possible that these stops may be on the boundary of L14 S2 cells, so this could be why they are stops and not gyms.
If you’d like to provide the general location, we can certainly take a look at the area to see where the L14 cells are.
Sorry, but I’m having a hard time finding this area from your screenshots. If you could provide an address or coordinates, that would be helpful.
It was difficult to find because the north and south directions on the map were reversed.

There are two PokéStops and gym within the block, and “Water Tank” is a gym.

There are 4 pokestop near by and no gym near by and the gyms already present are far away from the neighborhoods not easily accessible by every one
This area is near the boundary of 4 L14 cells, as seen below:
The larger, darker lines are the boundaries for the L14 cells. If there are any gyms, they could be farther away; here what one of the full L14 cells look like for reference:
With L14 cells, the number of gyms is based off of the number of L17 cells that have a Waysppot in them. If there are at least 2 Wayspots, there is 1 gym, 6-19 will give 2 gyms, and over 20 will give 3 gyms in an L14 cell. Gyms are also determined randomly, so we don’t have the ability to choose which Wayspots become gyms.
I could find Hindu temples, mosques, and churches on Google Maps. But it seems like they’re not Wayspots/PokéStops. I don’t know if these religious places are really there in real, but if they are, it’s a chance. If you add more PokéStops, you can turn one of them into a Gym.
Can you suggest, what can I do so that I get a gym near by.
Submit some wayspots within the larger square shown and hope one of those eventually become pokestops and a gym.
I suggest reading the article given as it explains how the app uses wayspots to turn into poke-spinners (pokestops & gyms).

Any wayspot in the cell have chance to become gym. Its random. So u might want to start submiting anything nearby 1st
I don’t think I’ve ever seen a cluster of Pokestops like that, but as stated it’s on the cell boundary so it is just chance. However I can literally see a gym in the background - Level 14 cells can be up to 400 metres across, so even if you have two Pokestops in the same cell near each other, the corresponding Gym or Gyms that go with them could be several hundred metres away.

I did read all as i lack the time just now. Just a quick info. I noticed that currently the wayspot that becomes a gym is one in between other non-gym stops. So to make one of those 4 a gym, try to get more stops on the side opposite to where gyms are now. Then your 4 are in the middle. That of course only works, if your level 14 zone does not have 3 gyms yet.
Again, gyms are chosen randomly, so even if you do submit and get more Wayspot approved, there’s no guarantee that any of the Wayspots that you’d like as a gym will become a gym.
All we know if how many L17 cells need to have at least 1 Wayspot in PoGo for gyms to appear in the larger L14 cell, but as to how the gyms are chosen, this is unknown and most likely won’t be shared, as to prevent any possible abuse from happening.
