Unfortunately, that particular stage is “too close” to the nearby “Giant Ice Cream Mural” for ingestion into PoGO (or Ingress for that matter).

This has always been the case. Here is a good article about how Pokemon Go uses S2 cells:

The best tool I know of for looking at the cells is iitc (a version of the Ingress map) with a pogotools overlay. You can Google search for those if you are interested. Do NOT use this information to place a pin in an empty cell. Only use it to know where to look for points of interest that might be able to become Pokestops or gyms.
