Hi Im new here, but i play PoGo since 2016 beginning. I try to add pokestop but it takes me to a wayfyrer tutorial. Can i only review? How many revews until i can request my own?

If you are seeing that instruction, then you have found the right place in the game to upload contributions under settings. The “tutorial” is just some information for you to review. Restart your game and you should be able to contribute.
If that doesn’t work, share a screenshot of what you are seeing.

That’s probably because you had to type all the possibilities whereas I could see the exact status.
Does that count as cheating?

Its great that you want to submit wayspots - note that although the game tells you that you are submitting a pokestop you are in fact submitting a nomination to become a wayspot and if it is accepted it may be selected by Pokemon Go to become a pokestop or gym.
This article gives lots of good advice as to what makes a good nomination:

And when you go through the submission process there is a toggle bottom left on the map that will enables you to see other nearby wayspots ( you have to be at the location). This is important as not everything in the wayfarer data base is in pokemon go and you might be submitting something that has already been accepted but not visible.
Doing all of that might seem like a lot of effort but it is better than being frustrated if your nomination does not appear in the game.
