The current primary photo for this Wayspot was taken 6 years ago. The mural on the pillar has completely changed and no longer matches the current reality.

I have already submitted a new photo for this Wayspot (as shown in the attached image). Since the old mural is completely gone, could the support team directly remove the outdated photo and update it with the new one? Or do I still need to gather upvotes in the game to replace it?

Welcome to the forums 
The usual method is to get votes on the correct image, so that it will naturally become the main image. This can now be done by anyone anywhere on the wayfarer map, so it is a lot easier than it used to be to get images voted on.
The correct image (based on streetview history) shows up as the third one for me on the wayfarer map. It now has 7 votes (edit: now 8), which is joint-top assuming all votes are now shown and there are no hidden ones. It should become the main image soon, but I’m fairly sure this won’t be immediate, as you should always allow time for data to sync across to Pokemon Go.

It’s always a bit tough to start from zero and try to outnumber the original photo—I practically had to go around begging for votes, haha!
This is best reported via the Help Chat. Go to the Wayfarer Help chat, scroll down, click the orange bubble. When you get to the menu, click Abuse and the Photo Issues. (This isn’t abuse but that’s just where it is located).
