I notice that a mural which is pokestop is changed to another one in same location today.
In this case, should I submit editing photo and description together in game? Or nominate the new one and report removing old one to the PoGo website?

Since the wall still has artwork on it, yes, you can submit an updated photo (and title & description) for the wayspot.
Since the mural looks very different, it is possible that reviewers may be confused and reject the new photo. So for the new photo, I would recommend of course having the mural be nicely centered and prominent in the photo, but show some of the surroundings too to make it easier to identify that this is the same wall as the wayspot.
While you are on site, take additional photos in case you need to appeal later.

The surroundings(lightings, fences) are same both pictures, nevetheless I think reviewers may confused as they cannot catch the surroundings.
So, if I rejected, can I try another way?
In my opinion, if the Pocketstop mural changes, it is also a way to remove the existing Wayspot by applying for removal and apply for a new Wayspot after a certain period of time.
For old Wayspot, the picture is more than 7-8 years old or…
There are more Wayspots than you might think for more than nine years (approved by Ingress).
You can add a new photo to that Wayspot, but…
There is no way to remove an old photo of that Wayspot except to reapply after uninstalling.
Old Wayspots may disappear due to someone’s gym work.
If there is no reason to remove and make a new spot, I think it’s a way to leave it.
Actually, Help Chat can remove photos that don’t meet guidelines.
