This wayspot is located in a driveway of a single-family private house. You can see confirmation of this on Google Streetview at https://maps.app.goo.gl/uLaUGSXJPShBNYFG7

I believe apartments are allowed. I think they are right to reject your report.

This is NOT an apartment building. This is a single family private house in a form of a semi-detached townhouse.
Look at the doors. 2 doors to each half of the building. Each door has only 1 mailbox. Each door has only 1 doorbell.
Apartment building would have multiple mailboxes and multiple doorbells, such as this building a few doors up the block

They are not single family buildings. Those buildings do house more than 1 family. They may be duplex building.
also the “drive way” is too small for a car. so it is walking path.

I looked it up and it is multi-family building.

Except every other driveway has “do not block driveway” signs

and you can actually see cars parked inside


and garages in the back
