This is a pre-PoGo Era Portal. It was a mural in the back of a “Laser Quest” location in an industrial location in MTV, near the Google campus, and likely within walking distance of the Niantic offices at the time. If necessary, some old timers can probably verify this.

As seen from the Street View images below, the whole industrial portion of Lester Park was fenced off sometime in 2016, leaving only the movie theater open.
