That seems unnecessarily harsh. Real world objects get repurposed plenty of times. If the waypoint map is supposed to accurately reflect the real world, then repurposing waypoints ought to be perfectly fine, so long as it’s an accurate reflection of what’s really there and still reasonable as a waypoint.
Expecting people to get stuff removed and then resubmit is just too many extra steps and risks messing up the individual game boards.
Thats the onus of a real world map. It should be updated to reflect real world points of interest. A business changing does not mean the new business gets grandfathered in, it should go through its own reviewing to ensure it meets criteria.

Wonderful in theory and looks great in black and white.
Back in Niantic’s murky real world where the map is a mess, 95% of which is their own fault, attempting to apply those changes is a joke.
