I discovered that a previously non-existent POI I complained about has been modified into another featureless building. Is this behavior in line with the guidelines?

This sounds like the topic of repurposing which has begun to feature on this forum.
This is when an accepted POI has a complete change of use and the wayspot data is changed to effectively create a completely new wayspot.
This is considered wrong.
The correct procedure is to remove what no longer exists and resubmit so that the new POI can be assessed to check eligibility.
As you have found out the first step is not always easy to achieve.
In my opinion there are several grey areas around this so it’s not always clear until an individual case.
So if you could provide the details including the history of this wayspot it would be clearer.
On the face of it, it sounds as though this situation might well be a repurposed wayspot.

Prior to this, the entity of this POI had been removed for a long time, and I had reported this issue multiple times in Ingress without receiving a response.
I believe that even the modified entity does not comply with the Wayspot standard’s “A generic business, chain, or franchise that is not locally unique” rule and [Abusive location] clause

So from the pictures attached you are saying it was a play area and is now the business in the background.
Have you supplied geotagged photos of the area or is that difficult to do in China?
Could you provide a screenshot of one of the rejections from Ingress.

Unfortunately, there is no record of the reported invalid POI tower in Wayfarer
I have actually visited this location, but I did not take any photos
However, it can still be distinguished from the historical map provided by the government that this location was removed at least in October 2021
