The Basic badge says I have access to “personal messaging”, but I cannot figure out how to create one?
afaik, staff or moderators can DM but the rest of us cannot.
i guess it is personal messaging because they can open a personal message with all of us. can really be helpful to discuss privately.

So yes, the info on the Discourse website does list that Trust Level 1 - Basic gets the right to PM, which is send personal messages. However, they also note that admin of any forum has the ability to change what users can and cannot do at each trust level in site settings. Here’s what it says at the bottom of the Trust Level 1 info, and it’s the same for levels 2 and 3.
Admins can change these thresholds by searching for
tl1in site settings.
So, if we are not staff, ambos, or mods, we cannot send PMs or DMs, as Niantic staff has the ability to set who is allowed to and who isn’t.
