You now seem to be asking for an app that mis-places waypoints to allow them in to pokemon go. The big answer is NO. Mis-placement is Abuse of the game and will result in the suspension of your accounts.

Hi, I just want to be sure you understand we’re all fellow players; none of us have the pull with Niantic/Scopely/the PoGo team to create the app you’re asking for.
Are you looking for it to tell you before you nominate if it will go in to Pokémon Go? So you don’t feel like you are wasting time and effort?
If that’s what you are wanting than many of the resources shown above will educate you on how it is believed that the system works. With that information you can make very educated guesses on what you can nominate that will appear in Pokemon go.

The best thing you can do is learn about s2 cells and inclusion rules. Once you understand this, you can look at something you want to nominate and know by looking at a cell map whether or not it would go into Pokémon Go if it were approved. I do this myself now if I am running low on nominations so that I can maximise my chances of getting new stops in game. Something would have to be amazing for me to nominate it if I knew it definitely wouldn’t go in! That said, now we can also get new power spots, that means I’m more likely to give something a go.
But like everyone else has said - we are all fellow players so can’t make any changes, what you’re actually asking for is a removal of the inclusion policy (if they were to do that you wouldn’t need a separate app) which is very unlikely to happen and I think you’re confused about what happens to accepted noms. Niantic don’t look at them and pick a game to go into - as someone else has said, a nom could go into multiple games. What happens is a nomination is accepted, a computer looks to see if the inclusion criteria is met for each game - if it is, on the next sync up it roll he added.
