My LFL was denied rightfully so. I am planning on moving it to the Right of way Easement (parkway) strip of grass between the street and the sidewalk *with permission from The City where I live, with an agreement that I will maintain it. * Should I submit it again at the new location since it is not on my private property? Do I need to upload a picture of the agreement for supporting documentation? Any suggestions?

At this forum we do not recommend to create things in real life just to get a pokestop.
So if you want to have a LFL, that is really nice, but do so because you like a LFL.
But having said that, once the LFL is on public ground it will be eligible to become a wayspot. Anyone, including you, can submit it, as long as it is there, and you can prove the location. Now it may take a while before it is visible on street view, and if the current LFL is visible at the private property in street view, people may reject it.
Right of Way Easement is not “public land.” Easements and rights-of-way are types of property rights that can allow others to use your property. If it were public land, there would be no need for either a right of way or an easement.
What I understand is that OP plans to physically move the LFL outside the SFPR area, in that case it is no longer on an ineligible location.
They are claiming it to not be SFPRP, but it actually is.

That is correct . The strip is owned by the City where I live. I do not pay property taxes for the easement/parkway because its considered public property and owned by the City.
It is still zoned as single family property, though.

And also not where I live (The Netherlands). In fact the city would be really angry if I use it without permission. The sidewalk is the boundary.
If its not SFPRP, you are free to submit them. Anyway we are not the one reviewing your case. your local wayfarer will review your nomination. If its actually SFPRP, your local reviewer might reject it. If its somehow got approved, someone in your local community can still report it for removal if they think its SFPRP or its only temporary placed and then gone.
But you do realize that submitting LFL without streetview might cast some doubt to reviewer, so u need convincing arguement that its real , permanent, and not in SFPRP
If you are worried about people seeing it in a different place in street view, I’d suggest painting it a different color when you move it, so it’s obviously different from the one in the street view.
