I’ve been trying to get a pokestop o my neighbor hood for forever because the closest one is 12 miles away and I’ve been playing to try and level up but it’s taking forever because I have to be level 37 which I think is insane lower the level you need to be to like 30 or something 
They already did lower it. It used to be Level 40. Lowering it to Level 37 decreased the amount of XP required by 52.5%, which is a huge decrease.
Your best bet to earn XP is to add lots of friends and level up friendship with them. There are places designed for this purpose, such as the pokemongofriends subreddit. If there are any 3× or 4× catch XP events and you’re able to travel to a place with lots of spawns for such an event, those can really help too, so long as you’re good at getting excellent throws.

I e already been doing this for a while I’ve gone up a few levels I’m currently level 29 and it’s going to take me a long time to get to that high of a level I just want to have some closer pokestops so I don’t have to drive so far instead I can just walk around my neighborhood.
I think 37 is low enough for now personally.

If it helps, you can also nominate via Ingress when you get to L10, but that game only has sixteen levels currently.

Thanks for raising this. It is a major problem as to how you can improve wayfarer when there is virtual nothing around you to help with game play.
@hankwolfman has made a very good suggestion for the way forward to the appropriate level.

There are people who really enjoy submitting. I’ve helped many small towns I travel through and have made today trips for the sole reason to submit.
Maybe there is a local community or nearby one you could ask for help.

I too have also made road trips just to submit new nominations. Finding someone who enjoys doing that and reaching out to them could be a good way to get some new points of interest. Maybe offer somebody to buy them lunch at the best restaurant in town. If you are so inclined what area are you residing?

@AgentX1976 We are supposed to keep our secret agent style identities away from people and not reveal our tricks (Ingress) as you never know if your talking to the enemy or a normal Pokémon Go Player when you meet randoms.
I find it so funny recently watching people duck in to an area holding there phones where I’ve just put up new Waypoints they act so coy.
It gives me that “gotcha” enjoyment seeing what a real player looks like which is better than throwing a pokeball out to add to the Pokédex 
Honestly, achieving Level 37 in Pokemon Go is super easy with friendship bonuses. You get 3,000 for each new good friend (1 day) interacted. If you add 30 new friends daily & open 1 gift from each of them & then delete them, you can get 90,000 experience in a day. To get to Level 37, you need 9,500,000 experience, so in 105 days, you can get to Level 37. This can even go faster if you use Lucky Eggs. With friend bonuses, this is easily achievable for rural trainers.
Out of curiosity, how many friends do you have in the game?
Realistically Lv37 is a fair level. Otherwise it could open the system to abuse. Not saying it isn’t already happening but at least people have to actually put in the effort to get to the level in order to submit.
It is tougher when you live in a rural area but you just have to grind a bit and you’ll get there. I felt the same when I started but if you get your research, do community days and events and check out campfire for local groups you will hit 37 in no time. Keep an eye out for any events that offer boosted xp for raids, catching etc. make friends, every friend is 3k for 1st heart. Spotlight hours are also excellent for xp grinding.
