The google maps pin at that location is for “UP INNOVACION EDUCATIVA : Co-ed school”, but the website is clearly an educational establishment aimed at adults: https://upinnovacioneducativa.com.ar/
I can’t see what you submitted, just suggesting that the school maps pin may have misled the appeal reviewer, since the pin is misleading and it isn’t a school for children.

Is it some kind of memorial plaque for the people who were affected by the building collapse? Could we see pictures of it and the description and supoorting information?
Where is the plate where the buidling collapsed? Is it just this barrier where advertisements are plastered? Or did you mean to say “place”. At the moment, a collapsed/in-construction buidling does not seem like the best place for a wayspot to go. Maybe when it has been rebuilt, we can see what takes its place and whether it will be eligible?
When reviewers know they want to reject a nomination, but don’t know what rejection to use, you will sometimes get rejection narratives that don’t make sense.
Based on the photo and location, this doesn’t look like anything eligible. Your rejection reasons confirm this - they aren’t a lie, they are just inaccurate. They are telling you that reviewers did not think this was eligible as a wayspot.
These do seem inaccurate. I agree with @salixsorbus Do you have the description and supporting information? I’m still not 100% sure what this plaque is about. And so far, it doesn’t look particularly eligible.
Also, is this a repeat submission? Appears that the rejection reason is different from the first one you received in the first instance (rejection because of school grounds).
