This seems like something that is mass produced and unremarkable. Comparable to a stop sign. Those sort of things are not normally accepted because they are too generic to serve as a “destination” for exploration.
Now I understand why they don’t accept it. Clearly, short-sighted people only see the sign and don’t realize that the sign indicates the location of the university institute; even with a website, they don’t understand what it is.
This rejection reason indicates that humans have not seen this nomination yet. The automated process is a machine learning model that checks nominations around 24 hours after they have been submitted and can reject the ones it does not see as eligible.
If you are convinced that your nomination should have been accepted, you have two appeals, each on a 15 day counter before you can use it again. Human staff members will review it.
If they all are rejected by the auto system( nickname Emily) then you have to appeal.
It is not unusual for Emily to reject buildings. We do not know, nor should we, what it is that the system considers reject worthy.
Essentially your building looks like many others with this art work that is not instantly recognisable as art. But it is probably not just the photo.

We really need to see the full nomination in order to give the best advice.
A general point is that you probably know this place well and without knowing it you may be forgetting that the strangers reviewing it are not familiar with it. So all the little things that make it special need to be drawn to their attention clearly and explicitly.
I don’t know if your comment is a joke or if you’re just commenting to get attention, or what kind of comment it is, because it’s very simple: if you don’t live there, you don’t know the bar. Even if it didn’t have a website, just going to Google and seeing if it exists and has at least 100 reviews is more than enough…

You can take a screenshot of the google rating and add it as one of the 5 supporting images if you submit via the web. And add a link in the supplementary text.
As the submitter you need to put all the evidence as to why this is good in front of the reviewer. Reviewing takes time and effort……make it easy for the reviewer to say yes.
look the “reason” of the rejection… nobody reads anything in the moment of the review…and the “note” from niantic is clearly a joke…the “human” here did not read ANYTHING… its say university in google maps

A reverse-image search of the photo gives me results where the “AI” summary is “This is a sign for Goodjob Indumentaria y Seguridad, a company located in Córdoba, Argentina, that manufactures workwear and uniforms .”
This definitely isn’t a school for under-18s, but it also isn’t anything that is eligible as a University, because it isn’t one.
