Welcome to the community! I hope we can help explain what happened. Memorial benches are frequently accepted in error, but this clarification shows that they are not eligible unless for a significant member of the community.
I think the not “Distinct” rejection was trying to tell you “This is just a bench.” I don’t know what other rejection reasons were used, but unless you can present evidence of this person’s significance to the community, I would not try to resubmit or appeal.
In addition to what @cyndiepooh said, you could use a memorial bench as a physical anchor for a Scenic View and maybe for a location/rest stop along a trail.
Yes, I reject memorial benches by checking thumbs down on Permanent and Distinct. It’s possible that other reviewers may reject them in another way, such as thumbs down on socialize/exercise/explore., which may be why other rejection criteria was provided as a reason.
Regardless, the rejection is correct, as memorial benches are ineligible, unless they are for a notable person of the community.
If you think the person is notable, find some supporting evidence and add it in Supplemental Information. Else these are very common things to find, and in some cases areas can be overwhelmed by wayspots attached to memorial benches.
