From the info you have given I am guessing you have nominated the “Windmill Mural”.

IMO: This does not look official and would therefor be classed a Graffiti and I would have Rejected. I am not local so will not get to vote and local reviewers may have a different opinion.

The land in the middle does have an Outdoor Gym which is in a separate cell to the Children’s Play Area. This should be an easier nomination. The Outdoor Gym and the Mural would share a cell so only 1 would be able to be a Stop / Gym.

Also noticed that you mentioned “Intel”, if you are asking about something in Ingress it is no longer part of the same company as Wayfarer and Pokemon Go.
