The other is an “Older Person” home, I would reject under “Sensitive Location”. A crowd doing a Raid Day could be distressing for the residents.

I was trying to differentiate between the graffiti that is ineligible and the “Older Person” home which I, using my Best Judgement would reject. If others disagree then it will be accepted, if they agree then it will be rejected.

In My Opinion: Depending on the residents at the location it has a chance to be distressing to some residents so I would prefer not to have it as a play location. It would be my 1 vote and others would have their say.
“Sensitive Location” is just the closest option I see to what I believe.
@Tardax You comment arrived whilst I was typing. I would just say that a group coming in to visit would be different to a group hanging about outside.
Is it an option to have a reversal of the “Property Owner Removal” where someone with the authority can get in touch with Niantic stating not only are they happy to have the waypoint but believe it could be beneficial to some of the residents.
We have not made any changes to any of these Wayspots. If they have been removed from Ingress, you need to reach out to Ingress support for more information.
i have been leaving this conversation to folks who understand the location better. a senior center where older adults come to do activities could be eligible in the same way that any community center is eligible as a great place for being social, and possibly exercise and explore as well. a location for older people to live would not be eligible in the same way that any apartments would not meet criteria as just a place to live. a care center where people are there for treatment (or because they work there) would also not be a place you go to for exercise, exploration, or being social.
