I have managed to find it can confirm that it does share a cell so would not be able to become either a Pokestop or Gym.
IMO: It should not have been accepted. As the sign itself does not meet criteria it should only be used as a “proxy / anchor” for the church which already has a waypoint.
It share a box with the church wayspot which is a pokestop.
Unfortunately this means that it won’t appear as a pokestop as it doesn’t meet the games selection rules.
