I know that the prompt tells you that you are submitting a Pokestop, but you are actually submitting a Wayspot. As @NvlblNm indicated, the usual reason for not going live in Pokemon Go is not being alone in a Level 17 S2 cell. You can read more about this here:
If you would like confirmation that this is what has happened, you can leave the name of the Wayspot and the gps coordinates, and we can show you the S2 cells there.
If your rain statue is located at 39.813227,-105.148083 , then it is in the same Level 17 S2 Cell as “Das meyer”. As explained above, you only get one Pokéstop or one Gym per Level 17 S2 Cell, so if “Das meyer” exists in Pokémon Go, that will be preventing your statue from appearing (that’s obviously assuming I’ve found the right wayspot, of course). It is able to show up in Ingress though, which is how I found it.
I used the Mission Creator Tool for Ingress. I typed in the name of the Wayspot and zoomed out over the Americas, and the very first result that popped up was the only one I saw that matched the name.
