My pokestop was approved but never appeared, I suspect that perhaps a pokestop appeared in the same place that I indicated in an update from Niantic for new gyms, how can I be solving this problem?

The prompt does not make clear that you are submitting Wayspots, not Pokestops. This article helps explain which Wayspots can become Pokestops or gyms:
If the Wayspot is correctly placed, there is nothing you can do to make it become one, unless the other Wayspot @NvlblNm mentioned is removed in real life and reported in game as gone.
