Nomination to review has same photo as existing wayspot

Too bad the system doesn’t work like this for accepted Wayspots and reject exact same resubmits:

Submitted a nomination, it failed. Resubmitted twice only to have it failed immediately before being in queue

The systen might think you’re spamming the same nomination over and over… if the only thing you have changed is the photo, ill suggest you try with some different text as well.
