I have reported them and provided similar evidence to what I sent here and an posting here to get extra eyes/help on the case even if just to clarify misunderstandings.
I have only reported it through the wayfarer map, if there is another way of bringing this to Niantic’s attention I’d really appreciate the help.
You can use one of the reporting forms linked at the top of the forum here. I think the Reporting Abuse form is the easier one to use, but since it isn’t actually abuse you are reporting, I would recommend using the one linked under Wayspot Removals.

That one never matches what I am trying to report, but just pick something so you can get to the text box. Attach all the evidence you have as to why you believe this should be removed as a sensitive location. Not just that you can’t enter it.
You get an automated acknowledgement when you send the report. If that asks for your credentials as property owner, do not reply. A person will get back to you.
I do not know how they will decide on this. Removal criteria is internal, and does not match acceptance criteria. But you can make sure they are aware of the situation.

Personally as a U.K. wayfinder I would not class this as a sensitive location.
I am very uncomfortable at the way this desire to remove 4 wayspots ( 2 gyms and 2 pokestops) has been going. The driver is clearly to find a way to manipulate the board to the advantage of some parts of the community.
My experience is that this sort of thing does not end well.
I would grab the opportunity to create a new gym in that adjacent cell.
If this is a prison it is not an eligible location. But so far you haven’t reaaly explained what it is other than a place not open to the general public.
I found an article about it. I don’t see any reason why these wayspots should be removed. The people living here have had to abandon their home country due to terrible circumstances beyond their control. Isn’t it a nice thing to provide them with some low stress, mindless fun through a mobile game? While you may not have seen any of them utilize the PGO gyms yet, you never know when they might start. They also could be utilizing the wayspots in other Scopely games like Pikmin Bloom or Monster Hunter Now.

It does not specifically mention the location we have been discussing (unless I skimmed past it) but it does give some background to what these centers are for and why many hotels were (temporarily) converted.
