Unfortunately your wayspot does not meet the Pokemon Go selection rules which means it won’t be a pokestop.
These spacing selection rules have been observed by the community to use a geographic mapping too, called S2 cells. This article though a bit technical describes what happens

The key is that 1 wayspot converts to a pokestop/gym for each S2 level 17 cell.
This is what your area looks like - the red box is the cell
The football pokestop blocks yours.
However your wayspot could possibly become a Powerspot.
