Pokemon Go use S2 cells for inclusion criteria.
Usually, given the co-ords someone would check to see if anything is already in the cell but with the current split between PoGo and Ingress it is no longer possble to confirm that the info given is guarenteed to be correct.

A key reward of submitting for most is being able to interact with that object and to see more things for others to enjoy.
However our ole at wayfarer is simply to find places. It is the games team that decides on any rules about what is selected for use. If it is really vital to you then do check the rules to find out if submitting in an area is going to be feasible. It can be fun to find the areas on the map that could have a pokestop/gym and spend time walking and looking to see if there is something there that could be accepted.
