You actually are submitting Wayspot nominations, which, if accepted, are added to the Lightship map. Each Niantic game is able to choose game locations from Lightship, but each game also have their own density rules. PoGo uses S2 cells, so if there are already nearby stops/gyms in the cell, there’s no guarantee that your Wayspots will show up in PoGo, but may in other Niantic games.
