Lakes on their own typically are not eligible. If there is any signage here with the name of the lake on it, that would make for a good place marker for it in the main photo.
While I can’t fully see everything from satellite and Street View, you may want to see if there are any picnic areas, scenic overlooks/piers, beaches, and/or trail markers here. You may want to consider nominating those, if they are around, especially if the lake doesn’t have signage or anything to place mark it.

This can pass…
Try and get a morning or evening photo over the lake (similar to where this one taken). The main photo can be made very appealing (sunset / sunrise /blue skies)
Talk up the history of the PARK of which the lake is the central feature… Lake surrounded by community park land. The park and lake formed following major remediation of the former X mine in year blah. Mining commenced once the local canal was built in blah. Now used as recreational community park.
You can include in supporting Evidence for exercise include it being part of a ramblers walk. Numerous birding articles talk to its place for birdwatchers. Find all evidence of locals using it for recreation and sport etc etc. Get the links
My advice is gather all your supporting information. Get the right photos. You can take photos earlier and upload in nomination. When you make your nomination. Select upload later. Go to wayfarer. Go to your submissions. Now upload. Refresh my submissions - when your nomination appears put the nomination on hold. Now you can fine tune the title text supporting text.
DO NOT place the pin on the lake. Start supporting information with Great place to explore, exercise and socialise. Seen in Google STreet view and aerial. Evidence of history here (link) Evidence of exercise (link here and here) - include link to here and just say - according to Niantic Criteria Clarification community parks such as this can meet criteria as a valid waypoint Parks & Outdoor Recreation - Criteria Clarification Collection - Niantic Wayfarer Community
PS - ensure evidence linked in supporting - there is a wiki page… then this is the history of the mine and land - British Mining No 55 Memoirs 1995 pp41-46) Go to your local library. Even write to council and ask if any evidence of history. Don’t say for a game. Just say you interested in history etc etc Or write to the withymoor community association… There may even be great supporting info from the local Withymoor facebook page (or photos of activities (link to them))
Before release hold. Copy and paste nomination in nomination support and ask for help on it passing. Often will get great advice 
My advice does not guarantee a pass. But I have done parks like this in the past. And I know with the right evidence and photos they can pass

I aggree with this, i would inishaly be rejecting this the way it has be posted in the original post.
Although if there was any picic areas or signage about the lake surrounding it. I would be snapping photos of those and submitting them.
Has it got a local name that is signposted somewhere?
is there a map showing the surrounding area?
I know where im based in london these types of places will often have a little Sign at one of the entrences stating the local name of the landscape feature with a little bit of decription. if this place has one of these signes it would be worth submitting that as the POI instead of the accual lake, i tend to get more success this was with my submittions.
Failing that and i know these are harder to get though if there is any local memoral benches surrounding the lake these i know sometime can get through. although a bit more evedence will be needed on local relevence.

Re the memorial bench part… I would temper that with this thought
Memorial benches can be hired for x years in most countries and this causes problems. Niantic is very specific that they (memorial benches) must meet some sort of notable/historic figure (and if so - provide the evidence in supporting information). Not a general memorial bench of beloved Joanne or Jo Bloggs etc
That said. If there is a bench in a place with a great view and is known place for that. Then nominate the view with the (any) bench as the waypoint. There a few threads on the whole landscape view thing.
Also I know that if the bench (any bench) has some history (age/made by whom etc) or art on (some do exist) or has a local uniqueness. Then these can be valid. Again evidence if claiming history/art/uniqueness…
Generally speaking. Avoid memorial benches. Considered coal by many.
