I don’t think they care, but on this website they could read all about the biking routes in The Netherlands (https://fietsroutenetwerk.nl/routeplanner

There is an official map where you can see all these nodes, to create your own route.

I was a bit suprised that these nodes are not eligible, as they are intended to encourage people to ride a bike, and to enjoy the scenery.

Again, looking at it as an outsider (which Niantic probably are), even with that map it still looks like infrastructure with most of the routes following the roads.

I am not trying to say you are wrong just that I can see why Niantic could agree with the above and the only way to change that is to supply evidence that it is not the case.
