My parents got a bar which i tried to upload as a pokestop (or gym). I did this months ago and it doesnt get any acceptation/denial. With the other pokestops i try to upload (more recent ones), i get like instant response within 2 days. Hows that possible?

You can try to speed up the review process for your nomination by earning an upgrade through reviewing others nominations. If you want more information about earning upgrades, please ask.

It can take anything from a day to a year to resolve…although things have improved more recently.
But unfortunately that is not the main problem.
The rules for Pokémon Go mean that there can only be 1wayspot taken from the database into Pokémon Go per Level 17 cell (green boxes on the map above) and the trail marker already occupies that cell. This means the cafe - lovely though it sounds will not appear in Pokemon Go.
You think you are requesting a pokestop or gym but it is a wayspot and whether it then ends up in the game is down to Go developers.

It’s frustrating but that is how it is.
So basicly if i try this 1 cel more to the left it should work?
The cafe is within that cell. If you try to place it where it is not, then you will be in trouble. So don’t try to deliberately miss place the cafe.
What you can do is try to find other objects or places in the unoccupied cells and submit them.
Gyms are created depending on the number of pokestops in the larger red outline boxes when you reach have 2 one is a gym, reaching 6 gives a second gym and on reaching 20 a 3rd gym. You can’t request a gym.

Oh and by the way, if the cafe is over 2 cells (its the whole orange looking building) could that still bring me in trouble if i upload that as a pokestop? 
What gets you into trouble is pinning things where they are not actually in order to place them in an empty cell. If what you are pinning in the empty cell is actually there, then it is allowed. Restaurants are very hard to get accepted so really provide evidence that this is more than just another place to eat if you submit it.
