Hola! Han rechazado todas las pokeparadas que he propuesto, me gustaria saber cual es el motivo y si me pueden explicar las etiqueta de cuando una pokeparada esta en cola y en espera

I am not sure what you want to know about the status questions. “On hold” means that it cannot go into voting until you release it. You can use that if you still want to edit the text, etc." “In queue” means it is available to go into voting.
You didn’t ask, this but it can go into regular “in voting” status when it gets its first review from another explorer. Or it can go into Niantic voting where it will show the Niantic balloon symbol and “Under review” status. If the ML model rejects it, it will appear to go straight from “In queue” to “Not accepted”.
