This was already an wayspot. It was accepted after being (via appeal?) in August 2024.
It was removed from the system (a few weeks ago?) without notice but the art is still there.
This piece was done by Slym, which is a local street artist.
The artistic value is subjective but this is not a simple tag.
It is not temporary, and has been here since at least 2020 and can be double-checked in street view.
It is not vandalism. This is one of at least 4 other sets of walls sanctioned for the use of street art by the local parish.

Since this is sanctioned, it would help if you could share an article from a local source like a newspaper or a post by the parish on their website. Even something from the artists website could help.
Another thing that you can do is find out who the artist is, and see if they have any social media where they post their art. If they have any posts of the art on their social media (or website, if they have one), that may help.
Also, keep in mind that Wayspots that have been approved in the past may not meet criteria in the future. There also are different ways for a Wayspot to be removed, and it isn’t always done in-game; there is a link at the top of the forums for Wayspot Removals, for instance.
While we can’t say for sure why this was removed, it could have been due to someone else seeing it as vandalism and requested removal. It’s even possible that the property owner/management requested that the Wayspot be removed, and they have the right to do that. Again, we don’t know why it was removed, just that these are some of the cases in which it could have been removed.
