I wonder if golffy garden is a social shelter?
Not in my eyes but I am not local so would not be the one reviewing. I don’t know how it works in that area.
Putting this in to a local setting, If I am out walking and require a rest (as my old bones regularly do 
) I will often sit at a bus shelter. This is not a rest area.
Some places have created a rest area with benches / planters / signs with history etc which also happens to have a bus stop.
2 very similar places but I would accept 1 and reject the other…
This wayfaring is such hard work…
