More than 20 pokestops have been created, but the 3rd gym has not been created. Please solve it.

While many people here play Pokémon Go, Wayfarer is for identifying and creating Wayspots for the Lightship database. I’m not sure if this question can be resolved here. This seems to be a question better asked of the Pokémon Go team. They control what and when gyms are created.

Is there a sponsored gym in the L14? Sometimes those will count towards the max 3 gyms.
How long has it been since the triggering Wayspot was accepted? Poke-objects have to sync in to the game.
Looking in the database, this area has a very high density of wayspots, meaning that not all of them will be Portals in Ingress. Some of them may only appear in Pokémon Go. Have you compared IITC with Campfire?
