It share same cell with two other wayspot. So it wont appear as pokestop. It might be too close with another wayspot to appear as powerspot in future. You might want to learn about s2 cell so you can tell in advance if its gonna appear as pokestop, powerspot,or not at all. Below is written to help people understand about s2 cell

I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database.
