Two Community Center Rejected By Niantic Review

Hello! I wouldn’t really want to post in forum and ended up resubmit if only 1 is being rejected, but I got 2 rejected by Niantic-pulled Review.

They have the title of: “Ban Điều Hành Khu Phố” or “Văn Phòng Khu Phố”, which translated into “Community Center”.
The description: Nơi người dân sinh hoạt, tạo các hoạt động phổ biến cho khu phố giúp gắn bó dân với dân gần nhau.(A place where people live, creating popular activities for the neighborhood to help bring people together.)

Explaination: Ban Điều Hành Khu Phố (Community Center) is like City Hall for smaller distinct, where government can host activity, volunteering work and event that is related to the town/community, which is a great place to socializing. You can also see the second picture have a big field, and the first picture is hosting an event with ribbon around it. You can treat it like this:

Ủy Ban Nhân Dân(City Hall, for big city) ↔ “Ban Điều Hành” / “Văn Phòng Khu Phố”(Community Center, for smaller town).

Also I find a bit weird the other one(out of three is accepted), and before it got accepted, so I wonder what’s the reason for the inconsistency? And also one of the older one got accepted.
