Welcome to the forum 
It’s not only your amount of done reviews, you need the agreements. So there’s a little delay between reviewing and medal counting agreements (if you’re in alignment with the other community voters).
The other thing is that only earned agreements are counting to your medal if your wayfarer rating is excellent or good. Everything below doesn’t count forward the medal.
