The number of agreements is not properly reflected in Pokémon Go’s wayfarer medal.
How do we solve these problems?
Only the Agreements you get when in Good or Great count towards the Wayfarer medal in Pokémon GO & the Recon medal in Ingress.

It will never match perfectly. Agreements only show up on the metal when you are in good or great reviewer status.

Thank you. While I did 523 reviews and received 2 upgrade passes, only 17 were reflected in the medal. So my evaluation was fair. Is it because of that?
Yes cause as said above unless you are at a “Good” or “Great” status agreements will not progress the medal. It may be worth to slow down your review of nominations and possibly read over the Criteria Clarification Collection to help improve how many agreements you are getting vs disagreements to improve your rating from “Fair” to “Good” or “Great” so you can start earning progress again.
