What dose upgrades to or mean?

Welcome to the forum 
When you’ve reviewed a nominaton and other reviewers came to the same decision the counter for rejected, accepted or duplicate will add 1. Than your wheel on the top of that screen will move 1 percent. When your wheel is full (100%) you’ve earned an upgrade.
You can than choose every nomination of yours, open it and you’ll find a button “upgrade”.
If you’ve upgraded a nomination (little flash icon next to the title) it’ll be shown to a wider reviewer pool and your decision will come in earlier.
