Usually when a wayspot doesn’t appear in Pokémon Go, it’s because of the proximity rules that are used in that game. You can read more about this here:

I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Web Submit form does use the word “wayspot” instead. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. If you are willing to share the coordinates of your wayspots, someone with wayfarer tools can have a look, and show you why they’re not appearing if it is indeed due to the proximity rules.
